Finland aims to be a frontrunner in achieving a carbon-neutral circular economy. How to align fiscal policy with these goals? This workshop will present the preliminary results of a study on the potential of a tax shift from the use of labour to the use of natural resources in Finland, based on best practices in the EU. Participants will have the opportunity to discuss and comment the preliminary fiscal instruments, tax design and rationale, assess the challenges and opportunities of the instruments and participate in finding feasible solutions to the implementation of a green tax reform and its instruments.
