The rulebook provides guidelines and models for data spaces

The new English version 3.0 of the rulebook contains supporting tools for creating data spaces and operating under fair principles.

Data spaces enable the sharing and reuse of data in reliable and secure environments thus benefiting European businesses and public services.

Sitra’s Rulebook model for a fair data economy offers legal, business, technical, and administrative guidelines that allow European data spaces to create their own rulebooks tailored to their needs. The new version updates Sitra’s fair data economy rulebook with European models and guidelines. The model harmonises Sitra’s rulebook and the work and guidelines of the Data Spaces Support Centre (DSSC) and several European data space initiatives.

The contract templates in the rulebook have been updated with the requirements of the new EU legislation, particularly the Data Act and the Data Governance Act. The new version also addresses issues on data use permissioning and presents a model of ethical principles that supports the definition of good business practices for data spaces. The terminology and guidelines of the rulebook have also been updated to align with the DSSC’s materials and tools.

Sitra published the first version of the Rulebook for a fair data economy in 2020, and it has been supplemented several times. This is backed by Sitra’s long-term work in the field of fair data economy and a wide range of experts from companies and other organisations who have contributed valuable input to the rulebook.

The update of the new version was managed by 1001 Lakes. The rulebook model version 3.0 has been published in English.
