Digital waybills
The adoption of digital waybills can significantly enhance the logistics industry and increase transparency within supply chains. Through our projects we support the industry’s digital transition in Finland by strengthening collaboration and increasing awareness of future needs and requirements.
What is it about?
Finland is an export-dependent country, and efficiency in logistics is particularly important for Finnish companies. The industry is undergoing a transformation: some actors in the industry are leveraging digitalisation to enhance transportation efficiency, but many still operate using the traditional methods and systems.
The so-called eFTI regulation (Electronic freight transport information) enacted by the European Union is accelerating development and starting to guide logistics companies to transition from paper to digital waybills.
The digitalisation of the logistics industry can streamline processes and strengthen the ability of Finnish companies to offer their services competitively on international markets as well. Digital waybills are a prime example of a solution that enhances productivity in the logistics sector and offers new business opportunities. Compared to a waybill on paper, the digital waybills do not impose any additional requirements to the information being handled.
Authorities are preparing for the digitalisation of logistics by participating in international projects, working groups, and pilot projects for digital waybills. At the same time, companies in the industry are providing their services according to customer needs in an economically sustainable manner.
Aligning the systems and processes required by digitalisation needs cooperation between companies and the public sector, as well as open dialogue.
What are we doing?
We are implementing and supporting several projects to accelerate the digitalisation of the logistics industry.
We are funding a project by Fintraffic Oy that aims to guide the adoption and use of digital waybills in Finland. The goal of the project is to improve logistics companies’ ability to operate in a digitalised environment and make the necessary digital transition smoothly.
In Fintraffic’s project, a visual demonstration (demo) is created using transport data to show that the desired change is possible. The aim is to illustrate the creation of economic value and the distribution of the benefits of digitalisation among different actors, as well as to address requirements on data security and system reliability. The material supports decision-making in companies and motivates the adoption of digital solutions.
Fintraffic’s project started in January 2025 and it will conclude in August 2025.
Where are we now?
The projects began at the start of 2024, and some have already ended.
We compiled information on the current state of digitalisation in the logistics sector and its opportunities in a background memorandum (summary in English, publication in Finnish).
We funded a pilot project for the introduction of digital waybills. The results show that switching from paper to digital waybills helps transport companies to streamline their operations and improve job satisfaction. It was also found that the adoption of digital waybills is slowed down by complications related to system integration and the differing data needs of actors in the supply chain. The pilot project concluded in autumn 2024.
Who is involved?
The pilot project involved the Finnish transport company Flowertrucks Oy, as well as Vediafi Oy and iToDEV (LT). The ongoing project is being implemented by the traffic management company Fintraffic Oy and its partners Solita Oy and Vediafi Oy.
